Abstract

The ISTC and STCU are vigorous, attractive and useful organisations, serving the policy of curbing the proliferation of weapons expertise. At the same time, they enhance the excellent research capacities of former weapons scientists for the benefit of R&D co-operation in the life sciences, in food security, and in new areas of research.
The founding agreements of the Centers provide diplomatic and fiscal privileges to participating scientists, offering stable working conditions in the beneficiary countries and institutes. ISTC or STCU Secretariats in Moscow or Kiev organise and manage projects, including the procurement of equipment and payment of non-taxable grants, and they undertake regular audits.
European participants, whether from industry or the public sector, are involved with the centres as project Collaborators or project Partners. The Commission has committed itself to providing a high level of both political and financial support for this work, the fruits of which are now evident and mounting.
Today, the ISTC and STCU have been reinvigorated as a result of the fight against terrorism, and the issue of re-employment of former weapons scientists has also been mentioned under the G8 initiative. For Europe and its neighbours, ISTC and STCU are crucial elements in the overall dialogue with the Russian Federation, the Ukraine and other NIS countries, helping former adversaries develop a genuine dialogue, rooted in trust and partnership.
