Targeting the Millennium Development Goals (MDG), in particular poverty, infectious diseases, food insecurity, social and sustainable development, means access to and innovative use of knowledge as well as identifying and deepening capabilities for education. This entails the development of mechanisms for the sharing and exchange of information and encouraging local and national strategies to enhance the knowledge base needed to achieve sustainable development targets.
The growing perception that S&T Cooperation with Third Countries was of relevance to the Union�s Development, RELEX, Enlargement and Trade Policies led to a revised Community strategy adopted by the Council in 2000. This strategy aimed to mobilize existing instruments in scientific policy (the Framework Program) and in other policies such as MEDA (for the Mediterranean), ALA (for Asia and Latin America) and EDF (for Africa, Caribbean and Pacific countries) to promote Research and Technological Development cooperations.
