Effectiveness of urban wastewater treatment policies in selected countries

Despite efforts to clean up European surface waters, water pollution caused by wastewater is still a problem in Europe. The Urban Waste Water Treatment Directive (UWWTD) is designed to improve wastewater treatment, but many EU Member States don’t fulfil its requirements.
This pilot study aims to understand the success as well as shortcomings in the implementation of the wastewater treatment directive. It examines the effectiveness of wastewater policies in six EU Member States (Denmark, France, The Netherlands, Spain, Estonia and Poland), and clarifies the role of e.g. local authorities, policy instruments and financial mechanism in effective implementation. It concludes that clear lines of institutional responsibility can be helpful in the implementation.
