The governance challenge for knowledge policies in the Lisbon Strategy - Between revolution and illusion
This report has been prepared by the 'Expert Group for the follow-up of the research aspects of the revised Lisbon strategy' (LEG) and provides a synthesis of the work carried out by the group since its creation by the European Commission (DG RTD) in 2006. The Expert Group has analysed national Research & Development & Innovation (R&D&I) policies as they appear in the Member States' National Reform Programmes (and their subsequent Progress Reports). The National Reform Programmes were established by Member States in the context of the revised Lisbon strategy on the basis of mutually agreed Integrated Guidelines. This analysis served as a basis to identify key challenges in relation to governance of R&D policies and to provide recommendations for developing knowledge policies that would be more effective in reaching the Lisbon objectives.
