The establishment of a European research infrastructure in the social sciences and humanities is an absolute prerequisite for the establishment of the European Research Area (ERA) within these fields and for the mobilisation of the research community to respond to European challenges. The Bruges conference brought together 252 researchers and policy makers from all across Europe to discuss the following themes:

- Governance, citizenship and civil society;
- Social cohesion, diversity and inequality;
- Social and cultural change and well-being;
- Science, technology and social change: the role of foresight.

The conference was organised jointly by the Belgian EU Presidency and the Research DG of the European Commission.
