Abstract

This document has been prepared by the targeted socio-economic research (TSER) programme of the European Commission. It aims at providing information on the procedures to be followed during the evaluation of proposals for RTD Projects which are submitted to the TSER programme for consideration for funding. This manual forms part of an ongoing process aimed at helping potential proposers. Part of this process involves increasing understanding of the Commission procedures, and it is hoped that this document will achieve that objective. In summary, this document is intended:

- 1. To ensure full transparency of the evaluation procedure;
- 2. To reduce the number of ineligible proposals;
- 3. To help proposers in submitting highest quality projects.

We have set out clearly the criteria which will be used to appraise proposals, together with the marking scheme related to different criteria. It is hoped that this will enable potential proposers to judge the suitability of their own proposals before submission, thereby improving the relevance and quality of proposals received.
