Abstract

This report, prepared by the General Secretariat for Research and Development of the Greek Ministry of Development, is published as a contribution of the Greek Presidency to the analysis for further thought with regard to the 3% RTD spending objective. It highlights the importance of increasing the number of research personnel as well as technology absorptive capacity when striving to increase EU research spending to three per cent of GDP by 2010 - the challenge set by Heads of State and Government in Barcelona in 2002.

The report calculates that, in order to meet the target, gross expenditure by industry on research needs to increase at an average annual rate of 7.5 per cent until 2010. Similarly, public investment needs to rise by 3.5 per cent over the same period. The report outlines ways in which this absorptive growth can be developed within European regions, and calls for further analysis of the relationship between RTD and productivity growth, as well as the determinants of RTD spending.
