The High Level Group on Innovation and Provision of Medicines - The G10 Medicines Group - was set up following a symposium on Pharmaceutical Industry Competitiveness held in December 2000. The group's task was to review the extent to which current pharmaceutical, health and enterprise policies can achieve the twin goals of both encouraging innovation and competitiveness and ensuring satisfactory delivery of public health and social imperatives.

The group's report includes 14 recommendations covering:
- Benchmarking: Competitiveness and Performance Indicators
- Competition, Regulation, Access and Availability in Markets
- Stimulating Innovation and Improving the EU Science Base
- Information for Patients
- Enlargement

The Commission's response to the G10 Medicines report was published in July 2003 as (COM{2003} 383 final).
