Abstract

Foresight is gaining in importance across the European Union as a means to plan and channel scientific and technological developments with the aim of improving both economic competitiveness and quality of life. Regional foresight exercises are therefore a critical tool for regional authorities firstly to identify their strengths and potential, and secondly, with the aid of scenarios, to prepare plans to build on these.

This final report presents the recommendations of an expert group set up by the European Commission in 2001 to consider regional foresight. The group's work focused on "Mobilising the regional foresight potential for an enlarged European Union - an essential contribution to strengthen the strategic basis of the European Research Area (ERA)". The report was written by Professor Ortwin Renn, Chairman off the expert group and by Meirion Thomas, Rapporteur.
