This report presents an overview of a study that aimed to improve understanding of the evolution and role of public sector laboratories in Europe. The study of 769 public research centres across Europe concludes that a process of rationalisation at a European level would reduce the amount of funding needed to provide research services in certain areas. The report is based upon the findings from the EUROLABS Project, an empirical investigation of the situation of research centres in the European Union, carried out under CBSTII contract ERBHPV2-CT-200-01. The research was led by PREST, an institute of the University of Manchester, UK, which undertakes policy research in engineering, science and technology. It was initiated by the Commission in order to address a lack of data on public research centres when compared with knowledge of universities and industrial research centres.
