Abstract

This document describes the process of evaluation of proposals and the role of the experts in this process. It identifies the criteria described in the "Information Package" against which Transport RTD proposals will be evaluated. Before studying this document it is essential that you read and familiarise yourself with the "Information Package" and the "Work Programme for Transport" as well as the relevant Additional Information Document. You should also note that a copy of these evaluation guidelines has been made available on request to all proposers. The evaluation has two central objectives:

- 1. To carry out a thorough evaluation of every eligible proposal received and make a recommendation on the action that should be taken in each case, based on the merits of the proposal (Evaluators);
- 2. Taking into account the quality of the proposals, to select a balanced pattern of projects with optimal use of the Community funds to achieve the objectives of the Transport RTD Programme (Commission and programme Committee).
