This report is a product of the project HPHA-CT2000-00046 which was funded by DG-Research of the European Commission under the Key Action "Improving the Socio-Economic Knowledge Base".

The aim of this report is to review projects that have been funded under the Targeted Socio-
Economic Research Programme (TSER) of the Fourth Framework Programme, which directly or indirectly addressed the issue of 'education, equality and social exclusion' and to embed the outcomes of these projects in a wider body of (empirical) knowledge with regard to this theme. Different sections of the report examine the following areas:
- Education, equality and social exclusion: concepts and definitions
- Pre-school, early childhood and compulsory education
- New models of governance: decentralisation and marketisation
- School-to-work transitions
- Labour markets, employability and lifelong learning
