Swedish views on the Fifth Framework Programme

The Swedish government has put forward its initial views on the structure of the Fifth RTD Framework Programme in a paper submitted to the Commission as part of the consultation process for the formulation of the new RTD Framework Programme, due to come into effect at the end of 1998. The Swedish government believes that the budget for the Fifth Framework Programme should not be greater than the present one., however the Fifth Framework Programme will require a much higher degree of focusing. To achieve such a focus, the subsidiarity principle has to be combined with other criteria. It is suggested that the research efforts within the Framework Programme should contribute to:

- Fostering the development of European business and industry, thereby promoting increased employment and competitiveness;
- Promoting research of importance to the global development in crucial sectors, such as food, environment and health;
- Solving the social problems of Europe.
