An agenda for a growing Europe - making the EU economic system deliver: Report of an Independent High-Level Study Group established on the initiative of the President of the European Commission
A report prepared by an independent high level study group at the request of Commission President Romano Prodi has outlined a path for growth in Europe, which sees an emphasis on innovation, research and higher education. The Group views Europe's unsatisfactory growth performance during the last decades as a symptom of its failure to transform into an innovation-based economy, Europe suffers from a lack of private sector investment in R&D, substantial although diminishing levels of public investment in R&D and poor efficiency in the distribution of available public funds, Among the group's recommendations are the creation of an independent European agency for science and research (EASR), and the funding of new centres of excellence or new clusters of researchers.
