The aim of this study was to investigate the feasibility of measuring the brain drain/brain gain phenomenon. The study's scope included gathering information on the international mobility of European scientists and engineers as well as the challenge to develop new methods to gather information on internationally mobile scientists and engineers. The outputs of the study provide information on the current situation and suggest avenues to pursue to advance measurement and understanding of the international mobility of European scientists and engineers.

This paper draws upon the results and findings of the activities carried out under a feasibility study on outflows of European scientists and engineers, 'Brain Drain - Emigration Flows for Qualified Scientists' for the European Commission. The project was coordinated by MERIT; subject matter experts and researchers contributed through MERIT and two subcontractors on the project: CNR (Rome) and IKU (Budapest).
