More detailed and more technical background information is given relating to this topic of the fifth call for proposals under the specific programme for standards, measurements and testing (SMT), 1994-1998. The scientific and technical objectives are included as follows:
- 1) The work should provide tested and validated procedures and techniques that help industry to carry out better surface measurements, which are traceable to a recognised standard. Such techniques will help improve the quality of components manufactured in the relevant industries and hence the competitiveness of European industry.
- 2) Additionally the work should provide a basis for technical communication by standardising measurement procedures and instrument calibration. This serves towards the facilitation of free trade within the E.U. and for the first time, a common set of procedures will be used by the large surface topography community within the E.U. which will have obvious economic benefits.

A time scale and expected result format are also described.
