The task of the Expert Group, chaired by Professor Federico Mayor, has been to further discussions on the purpose and scope of a European Research Council and exploring options for its possible creation.

In this report the Expert Group presents its views on the need for a new European dimension to research funding and on the appropriate means for meeting this need. A first outline of a European Fund for Research Excellence and a European Research Council (ERC) to manage the Fund are given in the Report. The tasks, the principles for its operation and the governance structure of the ERC are considered. Appropriate steps in creating and building up the ERC over time are also indicated.
