Abstract

EUREKA's primary goal is to raise the productivity and competitiveness of Europe's industries and national economies on the world market. To reach this goal, substantial public and private funding has been mobilised over nearly two decades in support of the research and development carried out within the EUREKA framework.

The key aim of the Impact Report is to give national authorities and the general public information on the technological and commercial outcomes of EUREKA projects and indications on how these are subsequently translated into the growth and competitiveness of companies involved in the projects. The task is, however, complex given that EUREKA's support ends when projects are completed, and their impact on the market may only become visible a few years later.

In order to increase the quality of EUREKA projects, a high priority has been given to developing a common Project Assessment Methodology (PAM) to be applied to projects seeking EUREKA endorsement. The expected benefits of this new development - and other initiatives aimed at improved project quality and EUREKA's impact on the market - can only be gauged in a few years time. Evidence will need to be gathered on key indicators such as increased turnover and employment.
