COM(97) 142 Commission proposal concerning the 5th Research, Technological Development and Demonstration Framework Programme (1998-2002)

This document includes the Commission's formal proposal for a European Parliament and Council decision concerning the 5th Framework Programme of the European Community for research, technological development and demonstration activities (1998-2002) and the Commission's formal proposal for a Council decision concerning the 5th Framework Programme of the European Atomic Energy Community (Euratom) for research and training activities (1998 2002). Both Framework Programmes are proposed to run for a period of five years starting on 1 January 1998.

For the European Community Framework Programme, the Commission proposes a thematic and horizontal approach. Each of these two categories would comprise three programmes:

- Thematic programmes:
. Unlocking the resources of the living world and the ecosystem;
. Creating a user-friendly information society;
. Promoting competitive and sustainable growth;

- Horizontal Programmes:
. Confirming the international role of community research;
. Innovation and participation of SMEs;
. Improving human potential.

The Euratom Framework Programme contains one "key action" focusing on thermonuclear fusion. It will supplement the key action "Competitive and sustainable growth (V): advanced energy systems and services" of the 5th EC Framework programme. Finally, the Commission proposes some activities for the Joint Research Centre (JRC).
