Abstract

Full title:
Choosing to grow: Knowledge, innovation and jobs in a cohesive society. Report to the Spring European Council, 21 March 2003 on the Lisbon strategy of economic, social and environmental renewal. Communication from the Commission. COM(2003) 5 final

In this report, the Commission argues that there are strong signs that reforms over the last five years have produced important structural changes. It states that the goals remain well within reach but there is not yet a firm guarantee of success. While progress has been seen in almost all areas, it needs to be speeded up and co-ordinated to produce the results that Heads of State and Government signed up to in the Lisbon European Council three years ago. Member States must step up their efforts to implement reforms if the European Union is to achieve the objective of becoming the most competitive economy of the world. Priority must be given this year to ensuring that investment in knowledge and innovation is not neglected. On the contrary, upgrading knowledge and innovation is crucial for sustainable growth, jobs, and the environment.
