The European Charter for Small Enterprises, endorsed at the Feira European Council in June 2000, is central to achieving the Lisbon objective of making Europe the worlds most competitive and dynamic economy by 2010. This is the third annual implementation report on the Charter. It aims to provide a brief overview of the main measures undertaken by the Member States, Norway and the Commission to implement the Charter in the past year. As such, it seeks to identify strengths and weaknesses across the European Union, to highlight
promising national measures and to issue recommendations for future action.
Voluntary quantitative targets in enterprise policy can help Member States concentrate attention on key issues and measure progress. The targets declared by the Member States in 2002 are an encouraging step in this direction. The current report shows that Member States are starting to learn from each other and to exchange good practices amongst themselves.
