In June 2001 the European Council of Agricultural Ministers invited Member States, the Commission and stakeholders to share ideas on what further action at European level could facilitate production, processing, trade and consumption of organic products in Europe.

As a first step the European Commission has drawn up a working document describing the development of organic farming in the EU, looking at bottlenecks and setting out possible elements for a future action plan. While some of the ideas put forward are based on existing legislation others would require the creation of new instruments. A broadly representative group of stakeholders, drawn from the private and public sectors, provided input to the Commission while the document was being compiled.

In order to develop an Action Plan containing concrete proposals, the Commission invites stakeholder organisations and citizens to submit reactions as well as further ideas. It would in particular like to receive reactions to section 2.10 of the document concerning the possible elements for a future action plan for organic food and farming.
