This document provides more detailed and more technical background information relating to this topic of the sixth call for proposals under the specific programme for standards, measurements and testing (SMT), 1994-1998. The proposed CEN Heavy Rail Standard Part I (prepared by the CEN TC 256/WG 4), tries to ensure that different producers meeting the standard would produce rails with technically similar track performance. Surprisingly application of well used international standards did not result in different approved test laboratories giving consistently compatible fatigue crack growth rate results on testing a range of rail steels. They did, however agree that the rails each gave similar results. The following work was therefore thought to be necessary in order that tests could be made which would accurately specify and test the product.
