Abstract

This communication summarises the state of the negotiations conducted by the Commission on behalf of the European Union concerning the ITER nuclear fusion energy research project. These negotiations reached a significant point in February 2003 with the accession of the People's Republic of China and the United States of America. In detailing the state of negotiations, this communication presents among other things the fundamental questions of choice of site and cost sharing between the parties. A modified reference for EU financial participation is proposed. The Commission underlines the importance of siting ITER in Europe, and of taking actions to maximise its chances to achieve this. The Commission intends to present by the end of 2003 proposals for decisions concerning the international and European organisations which would be responsible for ITER implementation and EU participation in the project respectively.
