This 1994 Workplan establishes the work schedule of the specific programme for research and technological development activities, including demonstration, in the field of advanced communications technologies and services (1994-1998) and sets out in detail the various activities to be pursued during its lifetime. On the basis of this Workplan periodic calls for proposals are launched inviting interested organizations to present project proposals. This document consists of two main sections which are divided into four parts.
The section of "Green Pages" (parts 1-3) expresses the rationale for EU-level involvement in telecommunications RTD, which consequently defines the scope and nature of foreseen actions to be supported. It examines the situation of the industry sector in Europe today, which is the context to which proposed projects should refer and also describes six underlying unifying concepts which will be applied to all ACTS projects. It explores in detail the question of potential testbeds for projects, describing the role of National Hosts. Finally it summarizes the six main areas of work in which proposals are sought.
The section of "White Pages" (part 4) details the work required in each of the six areas down to the level of individual Tasks, which proposals must explicitly address.
