This document provides more detailed and more technical background information relating to this topic of the sixth call for proposals under the specific programme for standards, measurements and testing (SMT), 1994-1998. The general objective is to develop, improve and validate analytical methods for the assessment of exotic quarantine pest risk to the European Union plant health, particularly in the evaluation of probability of establishment and potential economic importance. To achieve this objective, the research will be divided into four major sections:

- Evaluation of establishment potential with regard to the key abiotic factors, both in the field and under protected conditions, and the identification of biological and ecological characteristics of invading species.
- Development and improvement of methods and tools for economic impact analysis.
- Validation of such methods by checking if their generated results allow the production of data and databases on plant pests, the geographical distribution of their host plants and their respective economic importance in European countries, on trade routes and on climatic and edaphic factors.
- Prepare a decision-making procedure for pest risk analysis, based on that under development by the European and Mediterranean Plant Protection Organization (EPPO), and modified by input from other elements of the validated analytical methods.
