Europe is now facing the challenge to build an environment in which its aerospace industry will be encouraged to retain and improve its competitiveness thereby contributing to the key objectives of the Lisbon strategy. The Aerospace Advisory Group, comprising representatives of industry and of the Community Institutions, was created to look afresh at the existing political and regulatory framework for aerospace in Europe, to highlight deficiencies and to make proposals for improvement. In its report (STAR 21: Strategic Aerospace Review for the 21st Century), the Group sets out its analysis and recommendations for creating a coherent market and policy framework.

This Communication sets out to demonstrate how the Commission has already responded to the analyses and prescriptions of STAR 21, to identify the steps that should be taken to help to create the framework needed to secure the long-term competitiveness of aerospace in Europe, and, more generally, to raise awareness of the key issues in other Community Institutions.
