Abstract

The group of independent observers attended the consensus meetings between January 28 and January 30, 2004 and the panel meeting on February 11/12, 2004. Altogether this report acknowledges a set of positive aspects in the evaluation process. We also identified, however, several items in the evaluation process itself, which could require improvements.
Our report concerns evaluation of proposal handling in directorate for health research. Our group of independent observers attended experts' briefings, consensus discussions and panel evaluation and ESR writings of all areas evaluated during this call. The working methodology included reading of written documents for proposers, evaluators, observers, descriptions of all instruments and call topics. We had discussions with individual evaluators and the moderators of the various groups. Of particular value were the extensive discussions with Octavi Quintana Trias, Tim Hall, Alfredo Aguilar, Manuel Hallen, and Alain Vanvossel. Furthermore the membership of Jean-Louis Coatrieux in our group, who had been an observer of the first call FP6, P1 evaluation, greatly facilitated the continuity of the whole process and made possible to compare the evaluation procedure of the first and second call. For this purpose we also used the evaluation report of independent observers of the first P1 call.
All stages of the evaluation process were very well balanced and distinguished by equally great competence of evaluators and moderators. In comparison to the previous evaluation during the 1st call we felt that both evaluators and moderators understood better the aim and structure of the new instruments in FP6 because there was more time available for preparation for the second call. We attribute the concern and aggravation about EU funding within some sectors of the scientific community in part to the time pressure and handling of the new instruments during the 1st call.
