Hungarian Position Paper on Preparing the 7th Research, Technological Development and Demonstration Framework Programme

Hungary agrees that the main factors to enhance European competitiveness are the better exploitation of R&D results and increasing innovation potential. We believe that the diversity of intellectual capabilities, capacities existing in the Member States is a strong European asset that needs to be mobilized to a greater extent in order to meet the common Lisbon objectives. A wide spectrum of instruments in FP7 should ensure the pulling together of all such resources.
Hungary therefore welcomes and fully agrees with the overall approach of the Commission's Communication on the Guidelines for future European Union policy to support research. This Communication and the discussion about it provides appropriate basis for the elaboration of the 7th Framework Programme. Hungary wishes to contribute to this work by communicating its preliminary position paper.
Hungary emphasises the need for granting priority to R&D expenditures among the competitiveness instruments in the Financial Perspective 2007-2013.
In order to attain the Lisbon objectives, it is important to give priority to the economic and social exploitation of R&D results during the creation of the 7th Framework Programme. Therefore, we expect to have more initiatives and actions under the new Framework Programme that focus on key European competitiveness areas encouraging the creation and strengthening of internationally renowned cutting-edge industries (which are competitive even in EU - US and Far-East relation).
It is necessary to promote innovation and R&D within the same Framework Programme. In case the proposed Competitiveness and Innovation Framework Programme (CIP) is realised, we find it necessary to harmonize its content and procedures with those of the RTD Framework Programme. The complementarity of the two Framework Programmes will only be ensured if researchers and innovation stakeholders can make an easy decision which Programme to opt for.
