More than ever, France is aware that preservation of the European development model combining economic growth, social protection and preservation of the environment, as defined in the Lisbon strategy, is based on investment in knowledge.
In an international environment characterised by increased competition, specifically because of the emergence of major world players like China and India that are starting to compete with the established scientific power bases, it is universally acknowledged that Europe must back its research potential in order to maintain and increase its competitiveness and to feed European public policy with knowledge and innovation.
The importance of forthcoming negotiations on the future framework research and development programme for EC members states and Euratom has therefore increased considerably. Since research occupies a central position in national debates, France wishes to express its opinion and to issue a reminder that national, inter-governmental and European activities in this area should complement each other.
