This report is the outcome of the Mid-Term Review conducted by a Panel of experts in May 2005 of the work being carried out under the contract between the European Commission and the European Science Foundation on "the provision of scientific, technical and administrative management of COST".
COST was established by a Conference of European Research Ministers in 1971 as an inter-governmental framework for the co-ordination at European level of nationally funded research, and has developed into one of the largest frameworks for research co-operation covering basic and pre-competitive research and activities of public utility.
COST has benefited from direct funding under the EU Framework Programmes since the 1980s, and the European Commission provided the operational secretariat for COST until 2003. In 2002 COST was the subject of an independent assessment under the chairmanship of Dr Niels Busch. This recommended a continuation of the COST initiative and the financial support from the EU Framework Programme coupled with reforms or modernisations of COST operations. At this time the European Commission also expressed its intention to stop providing the scientific secretariat for COST from the end of 2002.
