Abstract

KISINN was established to review the strategic role of private sector knowledge-intensive services (KIS) for the transmission and application of technical and management innovation. As a Thematic Network, including nine participating research agencies in Belgium, France, Germany, Greece, The Netherlands, Italy, Spain, Portugal and the United Kingdom, it has drawn on existing international research knowledge and experience, operating within often severe constraints imposed by the quality of current evidence.
The striking and well-documented growth of KIS is a symptom of wider organisational shifts in the information acquisition and learning processes which support business and public sector change. Such shifts are anticipated in current innovation theory, but the implications of KIS involvement have yet to be fully incorporated into much empirical and policy thinking about innovation.
Evidence of KIS activity is assembled at three interrelated scales; international, national and regional, revealing the universality of its growth and the diversity of national and regional economic circumstances which it serves. The implications for innovation policy are also examined.
