Abstract

The basic premise of this report is that more and better information makes for better decision making and sounder decisions. Whether located in the public or private sector, decision-makers concerned with technology choices, strategies and policies need a wide range of high quality intelligence inputs in order to make wise decisions.
Traditionally, policy-makers and strategists dealing with technology and innovation have used a number of "intelligence" tools and techniques to provide them with the data they need to formulate appropriate policies and strategies. In the public sector, for example, innovation policy formulation has been improved in recent years via the use of Technology Foresight, Technology Assessment and Policy Evaluation exercises. All have yielded valuable information which has helped policy-makers make wise technology choices and fine-tune courses of action.
