Lithuanian position paper on the European Commission Seventh Framework programme

As a previous Framework programme, Seventh Framework programme (FP7) should complement to European objective to create the European research area (ERA). This should be done by eliminating structural weaknesses of research in Europe. Scientific and technological excellence should remain the main evaluation criteria to be able to attract and increase business investment. Necessary conditions should be created for transfer of knowledge from research to exploitation and innovation.
The position of Lithuania is that, in an effort to further enhance European competitiveness, the budget for the FP7 has to be increased significantly compared to the FP6 within the limit of no more than 1% of EU GNI.
