Abstract

Observing the 1st stage of outline STREP proposals, and full proposals for CA and SSA for NEST - B Priority Call 2 Open deadline call for proposals (15 September, 2004), Call identifier(s): FP6-2003-NEST-B3, FP6-2003-NEST-B4
Our general impression of the first stage of the evaluation procedure of the September 2004 call of NEST has been very positive. The process was appropriate, transparent, fair and well managed. It has perfectly achieved its goal, i.e., to pre-select the very best outline STREP proposals for a second evaluation round in Spring 2005; as well as to evaluate the full proposals for CA and SSA. The process and procedures were fully consistent with the published rules of the European Commission evaluations, and with the announced guidelines of the evaluation. We can firmly state that all proposals were treated fairly, without any sort of bias.
The preparation and "training" of the panel members, the documents and other supporting materials provided them were of high quality, and fully satisfied their needs. The remote reviewing followed by panel evaluation is effective and safe. We propose no major changes to the procedure in place. We believe, however, that there is a potential for improvements in the following areas:
- The selection of remote experts and panel members with a pronounced expertise in multidisciplinary research and its evaluation
- The evaluation in sub-panels: their thematic range, the question of disciplinary defined boundaries in an explicit multidisciplinary endeavour
- The double role of panel members as remote reviewers and speakers
- The definition of novelty and the question of overlaps between NEST and other activities of the 6th Framework Program
- The evaluation of distinctively different types of activities in the same evaluation round (and evaluation panel)
