Mid-term Synthesis Report on the Integration of Socio-economic and Foresight Dimensions (SED) in FP6

The present report has been prepared at a point in time when the European activities in the area of research and technological development are at the crossroad. On the one side, the 6th EU Framework Programme (FP6) has surpassed its mid-term and is in its second half. Several thousand projects have been contracted already and are running. At the same time, the preparations for the 7th EU Framework Programme (FP7) are under way, with the Proposal for the Decisions of the Council and the European Parliament published on 6 April 2005.
Both FP6 and FP7 follow important socio-economic objectives, on the one side the creation of the European Research Area (ERA) and on the other side to support the Lisbon agenda in order to achieve the goals of developing the knowledge society and the knowledge economy in Europe, and the EU to play a leading role on a global scale by 2010.
With the new Lisbon strategy launched in February 2005 and fully endorsed by the European Council in March 2005, the Framework Programmes gained a central role in the strive for achieving Europe's high level socio-economic objectives. This role calls for a substantial effort of integrating socio-economic dimensions into the research activities, in a way, that is appropriate to the specific requirements both of the different activity areas of the Framework Programme and of the related EU policies.
The main conclusion from the present review is, that the approach of integrating socio-economic dimensions into the research and technological development activities under the Framework Programme should be maintained but further developed and strengthened.
