Guidance Note for project coordinators planning a competitive call for additional contractors in an EU 6th Framework programme project, Integrated projects or Networks of excellence

Abstract

The participants in the consortium managing an Integrated Project or a Network of excellence funded by the Sixth Framework programme of the European Community for research, technological development and demonstration activities contributing to the creation of the European research area and to innovation (2002-2006) can, during their initial contract negotiation with the Commission, reserve a portion of the project budget for specific tasks to be carried out by a new contractor or contractors which will join the consortium at a later date. These later-joining contractors must be selected by means of competitive calls.
The legal requirements for this selection is described in Annex III to the contract.
The call may be only be for a single set of activities, for which only one successful proposer will be selected, or may be that it is foreseen that several new contractors will be required to achieve the set of activities. Indeed, the proposal may be a multi-part call, with several different sets of tasks, in which one or more proposers can be successful. This must be made clear to the proposers in the call text which you will prepare.
It is your responsibility to publish the call for proposal, receive, evaluate and select proposals according to the rules given in this document and subject to the approval of your Project officer. The Commission's Electronic Proposal Submission System (EPSS) is put at your disposal. We would recommend that you require only electronic submission of proposals to your call.
