This paper contains the Dutch position on the FP7 proposal (Doc. 8087/05 RECH 80 ATO 45 COMPET 68 CODEC 266). After the summary of the position on the proposal as a whole, specific remarks and text suggestions for amendments are given on the thematic priorities in the part "Co-operation" and "People". A more detailed position on the parts "Capacities", "Ideas" and JRC part will be given in due course, during the examination of these parts under the UK presidency.
The Netherlands position on the FP7 proposal is in general positive. We welcome the balance of continuation and innovation, the clear structure of the programme addressing four main objectives, the central place of the Co-operation objective and the proposed thematic priorities. This position is without prejudice however to the outcome of the negotiations on the Financial Perspectives 2007-2013, which could ask for a new evaluation. In a more limited budgetary framework the Netherlands would in principle be in favour of scaling down the proposed elements of the FP7 proposal, in stead of drastically eliminating some parts, under the condition that enough financial means will be available for a successful start of the innovative parts.
