Abstract

This tender specification sets out the context, objectives and requirements for the Final Evaluation of the eTEN Programme. The evaluation is a specific requirement of the Programme's Financial Regulation (1655/99/EC) and a more general requirement under the European Commission's commitment to evaluation of all its activities in a cycle of ex ante, intermediate and ex post. Also, following the Reform Agenda, evaluation has become more closely linked to the policy cycle by helping to assure a focus upon results required under Activity Based Management.
This Final Evaluation of the eTEN Programme is intended to inform future Commission policy planning and implementation in particular the deployment initiatives under the Competitiveness and Innovation Programme's ICT Policy Support Programme. It is also intended to appeal to broader stakeholder interest on the impact of eTEN and implications for the future development of similar initiatives at Member State or EU levels.
