Abstract

This review examines the policy implications of a series of FP4 and FP5 socio-economic projects on the common themes of family and welfare (F&W). An extensive definition was used in the analysis to include research into measures specifically targeting families as well as those implemented in other policy areas that may have unintended outcomes, or impacts, for families.
The F&W research is contributing to policy development in a number of ways:
- enhancing the knowledge base about socio-economic change;
- refining concepts and indicators used by policy actors;
- raising awareness among policy actors about the policy process;
- assessing the efficacy of policy delivery;
- evaluating policy impacts on social practice;
- improving understanding of policy learning and transfer, and the effectiveness of policy
responses.
The review addresses the issues raised by socio-economic change, enlargement and the Union's Charter of Fundamental Rights for family and welfare policy, by examining three interrelated research topics, to illustrate possible linkages between policy and practice: family formation and structure; employment and family life; and caring for children and older people.
