This report presents an evidence-based and prospective reflection on the consequences for Europe of the increasing internationalisation of R&D. The report responds to essential questions on the current relative position of Europe in science and technology, on the capabilities of Europe to respond to emerging new demands on science and technology and on the dynamics of the main actor of localisation of R&D, the Multi National Enterprises. In the context of an intensified globalisation of knowledge production and the reinvigorisation of the European Research Area, an evidence-based and prospective analysis of the strengths and weaknesses of European science and technology imposes. Therefore, the report goes beyond the triad to include as well emerging research-intensive economies, such as China, India, Russia, Brazil, South Africa, etc. The ambition is to highlight essential trends impacting on European research policies.
