Abstract

In the EU strategy for Growth and Jobs, the Commission and the Council of the European Union have identified standardisation as a key instrument for improvement in order to foster innovation. The Competitiveness Council of 4 December 2006, addressing in its Conclusions the subject of innovation, stressed the need to enhance the European standards-setting system, and invited the Commission to present proposals for action to be taken by the relevant stakeholders to reform and streamline the system. The European Parliament, in its resolution on innovation strategy, also underlined the contribution of standards to innovation policy.
This Communication, responding to the invitation of the Council, focuses on a greater contribution from standardisation to innovation and competitiveness. It identifies the most important challenges faced, presents concrete objectives for standardisation and the use of standards, and consolidates on-going efforts and proposed measures to be launched both by relevant stakeholders and by the Commission.
