Commission approves Finnish "Objective 2" programme
The European Commission today gave the green light for the Finnish Objective 2 programme for the period 1997-1999. The programme, which targets areas struggling with economic restructuring, will provide funding of ECU 133.5 million from the EU's Structural Funds. The aim of the Finnish programme is to create over 10,000 new jobs and to secure another 5,400. In addition, the employment prospects of over 8,000 people will be improved by training programmes. More than 1,000 women entrepreneurs will be given the opportunity to start their own business. The total investment of the programme is about ECU 711 million with ECU 214 million coming from the Finnish authorities and ECU 364 million from the private sector. Information technologies, networking and cooperation amongst firms will be strengthened and internationalization encouraged. Some 400 new subcontracting, cooperation and networking arrangements are expected in the period foreseen. Provision is also made for inter-regional projects in this field. An environmental impact assessment is foreseen for larger projects within the programme. A wide consultation of local partners is planned, when it comes to environmental issues. Commenting on the programme, Mrs. Monika Wulf-Mathies, Commissioner responsible for regional policy and cohesion, said "The new programme sets ambitious targets for job creation, with specific targets for men and women. In concentrating on job creation, information technologies and urban and environmental renewal, the Finnish authorities are setting the pace in the design of the new Objective 2 programmes and in efficient administration".
