Periodic Report Summary 1 - CEDESA (Centre of Excellence for the Design of Efficient and Safe Aircraft)

Project Context and Objectives:

The overall aim of the CEDESA project is to upgrade the existing research capacity in aerodynamics and aircraft structures at the Institute of Aerospace Engineering, Brno University of Technology (IAE-BUT) to the highest European level and create Centre of Excellence for the Design of Efficient and Safe Aircraft. The activities help to increase IAE-BUT’s competitiveness and visibility in the most advanced topics of aerodynamics and aircraft structures.
Essential activities of the CEDESA project are IAE-BUT’s twinning partnerships with 4 specialist research organisations for know-how exchange plus increasing IAE-BUT’s human potential by hiring 8 experienced researchers. Also, project activities include organising secondments with the twinning partners, increasing IAE-BUT’s technology potential as well as organising workshops and international conferences to increase IAE-BUT’s visibility.

The CEDESA project is broken down into 6 work-packages with their own specific objectives:

WP1- Develop IAE-BUT’s Strategic Research Partnerships
This is the essential activity of the CEDESA - twinning partnerships with 4 specialist research organisations:
- European Aeronautic Defence and Space Company Innovation Works (EADS), 11 PM;
- Swedish Defence Research Agency (FOI), 18 PM;
- Deutsches Zentrum für Luft‐ und Raumfahrt (DLR), 14 PM;
- Materials Engineering Research Laboratory Ltd (MERL), 7 PM.
The twinning researchers work on key project themes - Aerodynamics and Aircraft Structures. The target is measured by person months (PM) of individual researchers on secondments.

WP2) Increase IAE-BUT’s Human Potential
The objective of this WP is to attract highly qualified researchers, who will be able to enhance the Institute’s potential. The quantifiable aim is to hire 8 experienced researchers and 1 research manager.

WP3) Increase IAE-BUT’s Technology Potential
The main objective is to upgrade existing research capacity in areas of computer modelling, structural testing and durability analysis. Particular items for procurements include computer cluster, fatigue actuators, personal workstations and optical measurement system.

WP4) Increase IAE-BUT’s Scientific Visibility
This WP is focused on raising scientific awareness of the Institute and its research and development possibilities. The targets inlcude organisation of international conferences (2), bilateral seminars with twinning partners (6), conference and workshop participation (6), international partners supporting IAE-BUT with organising workshops and conferences (3), and reports (2).

WP5) Increase IAE-BUT’s Technology Transfer for Socio-economic Needs.
The first aim is to design and published a project website. The next aim is a market research study identifying the commercial potential for aerospace engineering R&D services. Continuous activities are linked with workshops organization and publishing news. The plan is to organise 6 workshops and to publish 9 news items.

WP6) Ensure Research Quality and Capability
For the quality evaluation of IAE-BUT, the following targets are planned: 3 international experts on a project Evaluation Board, 2 annual reports, project evaluation report and project road map report.
Project Results:
Since the project start the following activities have been done and the main results achieved in each of the WPs. For a good comparison, this report shows current progress of the project till 24M, so the project time is fulfilled up to 2/3.

WP1) Know-How and Experience Exchange
The key activity is know-how exchange realised by twinning - the plan was to spend a total of 58 PM and the 38 PM has been realised. The WP activities and objectives are going according to the plan.

WP2) Recruitment by IAE-BUT
The main activity is the recruitment of 8 highly qualified researchers for proposed research topics. At the moment, 5 experienced researchers and 1 research manager have been hired. One more round of recruitment will take place in September 2012, when we expect 1 or 2 more experienced researchers to be hired. This should be regarded a considerable success considering the lack of qualified aviation researchers in the Europe.

WP3) Development and Upgrade of Research Equipment
The objective of procuring research equipment was fulfilled by 2012 with all requested equipment has been procured according the DoW.

WP4) Workshop and Conference Organization
The first project international conference will take place in Brno (IAE-BUT) from 17th ‐ 19th October 2012. The conference name is READ 2012 and all information can be found here: http://lu.fme.vutbr.cz/READ2012.
The targets for this WP have been fulfilled as follows: organisation of international conference (50% including READ 2012), bilateral seminars with twinning partners (83%), conference and workshop participation (50%), international partners supporting IAE-BUT with organising workshops and conferences (33%), and reports (50%). Due to nature of the project, most activities are planned for 2013.

WP5) Dissemination and Promotional Activities
The first aim was to design and publish a project website, which was accomplished by the end of 2010. The details are described in deliverable 5.2. The next aim was a market research study identifying the commercial potential for aerospace engineering R&D services. The aim was fulfilled and the result presented in deliverable 5.3. Continuous activities are linked with workshops organization and publishing news. The plan was to arrange 6 workshops and published 9 news items. So far, 73 % of workshops and published articles have been completed.

WP6) Evaluation Facility
For the quality evaluation of IAE-BUT, the participation of 3 international experts on a project Evaluation Board is planned. Originally, it was foreseen that the EC would select the international experts by M19, however the experts have still to be selected. Further aims of this WP include - two annual reports and final reports which will be done after the project end. (project evaluation report, project road map report).

Potential Impact:
The CEDESA contribution is to significantly accelerate the R&D potential of IAE-BUT by reaching the project targets - Increased Competitiveness and Visibility. The expectation of the project is better involvement in European Research Area including EU R&D Programmes. The following impacts are expected:

1. Better integration of the selected research team in the European Research Area as a whole (partnership, including twinning with research groups elsewhere in Europe).

2. Upgrading RTD capacity and capability (human potential: number of new researchers & training of research staff, improvement of research mgt, scientific equipment) as well as the quality of research carried out by the selected research entity.

3. Improved research capacity for increased contribution to regional economic and social development.

4. Improvement of the potential of the selected research entities to participate in FP7 projects.
