Periodic Report Summary 2 - SPARTACUS (Satellite Based Asset Tracking for Supporting Emergency Management in Crisis Operations)

Project Context and Objectives:
Nowadays the available Global Navigation Satellite Systems (GNSS) (e.g. GPS, Glonass, Beidou) are a consolidated technology for applications where precise location is needed, demonstrating their reliability in the positioning and tracking of moving objects. Looking closer, as part of the European GNSS (EGNSS) program, the European Geostationary Navigation Overlay Service (EGNOS) is nowadays a reality and has been more and more used in aviation applications (, whilst the European satellite system GALILEO is going to complete the launching phase ( and is now ready to be fully operative since the first satellites in orbit started to broadcast navigation signals ( GALILEO together with EGNOS will provide more robust positioning capability enhancing the adoption of satellite technologies in services where signal continuity and signal integrity are required, such as those related to Public Regulated Service (PRS) and Safety of Life (SOL) applications (available from EGNOS since 2011). This will have an impact on various sectors and applications, including emergency and disaster management, Search and Rescue Service (SAR) tasks (linked to the GALILEO SAR service) and location based services (LBS) supporting responders in mission critical operations. Finally, the availability of GALILEO full services, expected by 2018 for both PRS and SAR ( opens the door for a two year (2016-2018) demonstration phase where new solutions can be introduced and tested.
In this favorable scenario, the SPARTACUS project started in November 2013 with the ambition of studying, designing, developing and testing in real case applications a complete set of modular solutions for enhancing Location Awareness in emergency management and crisis operations, replacing the use of the traditional terrestrial networks, which are supposed to fail or been denied during disasters with satellite-based navigation and communication technologies, that can be deployed in operative missions. In order to achieve this overall objective, SPARTACUS lays its foundation on satellite-based technology that ensure precise positioning and timing capabilities to secure tracking, tracing and functionalities, customized for the following areas of application:
• Tracking, tracing and localizing critical transport assets (railway containers) in case of major failure of existing networks (communications and power)
• Tracking the flow of relief support goods from the sending side to the receiving/end place
• Supporting coordination of first responders in disaster management operations, ensuring their safety
By working on technological solutions at both HW and SW level and by empowering the use in operational scenarios of decision support tools and mechanisms, SPARTACUS will result in a set of modular, scalable and configurable solutions, that are application-oriented, technologically advanced and user accepted.
Thanks to this approach, in SPARTACUS, both market trends (customers demand) and users’ needs are mapped and analyzed since they represent the key elements, the technical solutions implemented, have to be compliant with.
Project Results:
In the first year of the project user needs have been identified and technical specifications have been defined in relation to SPARTACUS tracking and communication capabilities. During the second year of the project (corresponding to the 2nd reporting period), these capabilities have been finalized with the realization of the main components and functionalities representing the SPARTACUS system. In parallel, an iterative process of integration and customization started in order to integrate the different HW and SW components in a coherent, modular, scalable system, that is tailored to the envisioned application areas.
Work Performed (in line with the project objectives) and main outcomes:
1. Definition of case studies for three application areas and actors involved (users).
2. Definition of requirements for the main end-users over the three application areas.
3. Definition of the system architecture with technical specifications of the building components.
4. Realization of the SPARTACUS tracking, collecting and smart field units, ensuring low power communication with multiple tracking units
5. Finalization of the SPARTACUS dead-reckoning functionalities and performance tested in laboratory tests
6. Final design of the cellular/satellite communication unit
7. Integration of advanced communication technologies in portable solutions with backhauling links, support of TETRA-like features and a system for health monitoring and control of components’ status
8. Final architecture for efficient distributed information management (DIM) designed
9. Identification and quantification of security threats with appropriate countermeasures selected: aspects like encryption of data storage and communication covered
10. Complete quantification of COM bottlenecks: conditions and locations of occurrence identified, and countermeasures designed
11. Implementation of ASIGN Smartphone App and Server with Tracking functionality, Video and Audio clips
12. Implementation of TIIMISS Mobile Smartphone App and Server for Goods Tracking and Distribution, Driver Assistance and Mobile Warehouse Management.
13. First version of FLARE Smartphone App and Server for Dead Reckoning, Tracking and Navigation.
14. Positioning, tracking, and tracing data integrated into ASIGN, TIIMISS, and FLARE software logic.
15. Design and implementation of the SPARTACUS Mapping Portal (SMaP) as Common Operational Portal with support for configurable maps and integration of data from the SPARTACUS components and smartphone applications.
Potential Impact:
SPARTACUS aims to impact in two main sectors: the transport sector, mainly rail system monitoring and logistics operations, and the security sector with particular emphasis to emergency response.
The modularity of SPARTACUS system architecture is designed to satisfy the needs of both the mentioned sectors, in particular by providing:
• a tracking system for transport assets (vehicles, containers) and persons;
• a standalone communication infrastructure based on deployable terrestrial units in field and in vehicles;
• a GIS-based tracking platform served as Decision Support System.
The expected results of the project are modular and scalable GALILEO-ready SPARTACUS kit/solutions that can be configured to deliver specific services user-oriented. Their are summarized as follows:
