Periodic Report Summary 2 - DESTRIERO (A DEcision Support Tool for Reconstruction and recovery and for the IntEroperability of international Relief units in case Of complex crises situations, including CBRN contamination risks)

Project Context and Objectives:
Natural or man-made disasters have a major impact on the living conditions, economic performance and environmental status of affected countries or regions. Consequences may be long term and can significantly deteriorate quality of life, social structures and the environment, particularly in developing countries.
Regions affected can be vast and reconstruction and recovery operations are longer-lasting, costly and complex. Adequately coordinated damage and needs assessment, reconstruction and recovery planning can contribute greatly to mitigate the economic and humanitarian impact of such disasters and speed-up the required actions to restore the situation in “a state close to the original one”.
In such situations emergency operations, damage and needs assessment and reconstruction activities are coordinated by local authorities, with the support of a variety of different national and international relief organisations acting in relatively autonomous manner.

Although significant efforts have been undertaken by international organisations to coordinate stakeholders in the early recovery management stages, no supporting software tool is available, and important gaps remain in optimising coordination at the operational level. To fill this gap, DESTRIERO will offer damage assessment tools, built on internationally agreed procedures and standards, to collect data in homogeneous formats. A novel decision support tool to determine priorities in the crisis reconstruction phase and strategic decision-making will be one of the building blocks of DESTRIERO.
The DESTRIERO project aims at developing a next generation post-crisis needs assessment tool for reconstruction and recovery planning, including structural damage assessment through advanced remote sensing enriched by in-field data collection by mobile devices (buildings, bridges, dams) and related data integration and analysis, based on international standards, novel (automated) data and information interoperability across organizations and systems, in combination with an advanced multi-criteria decision analysis tool and methodology for multi-stakeholder information analyses, priority setting, decision making and recovery planning. Earth observation images will contribute to fast damage assessment and monitoring of the areas, together with data acquired by relief units on the field using novel smart-phone apps. Identified needs will be recorded, stored and made available to all organizations involved.
Coordination and collaborative work at all levels of the organizations and among different ones will be possible through a network centric approach for the interoperability of information and service and the decision support tool. Critical infrastructure recovery will be considered with priority, as essential for the recovery of social and economic aspects (roads, bridges, schools, hospitals, plants, etc.), CBRN contamination and humanitarian aspects will be taken into consideration, as aggravating circumstances, while support to accountability of humanitarian aid contributions will be facilitated.[2]

DESTRIERO will provide a system with the following functionalities:
• Support continuous damage and contamination assessment, monitoring and updating, through a combination of satellite data and aerial photos enriched by in-field data collection by mobile devices and related data integration and analysis.
• Boost information sharing between relief organisations and their information systems for coordinated damage and needs assessment as well as reconstruction and recovery operations.
• Support prioritisation and joint decision making with a novel tool, based on recently developed decision support methodology and prototype software.
• Centralise management information, high level overview of running recovery projects with finance from multiple donors, recovery progress information, including linkages to official procedures and on-line platforms from international donor and coordinating organisations.[12]
DESTRIERO will adopt internationally agreed methodologies and procedures for disaster recovery, such as Inter-Agency Standing Committee (IASC) Operational Guidance for Coordinated Assessments in Humanitarian Crises and the Damage and Loss Assessment (DaLA).
The project started on September 2013 and lasts 36 months.
In the first year of the project, several activities have been performed and contributed to the achievement of several preliminary objectives, namely User Requirements Analysis, Scenario of Demonstration Definition and Data Modelling for interoperability

Project Results:
DESTRIERO project is organized in 4 phases:
• Phase 1: Definition of scenarios and requirements;
• Phase 2: Research on interoperability in PDNA and RRP;
• Phase 3 (iterative): Prototype development;
• Phase 4: Demonstration and Validation.
The 9 Work Packages, strictly correlated among them as represented in the 4 phases description, are reported below:

YEAR 1 achievements
During the first year of project activities, besides the horizontal WPs (namely WP1 Project Management and WP9 Exploitation and Dissemination), the Consortium carried out the work planned within the R&D activities of WP2, WP3, WP4.
The main objectives foreseen at the end of the first two phases, i.e. End Users’ Requirements collection and analysis and Scenario Definition, and Research on interoperability in PDNA and RRP, were achieved.
These objectives have been carried out in compliance with the original plan the activities scheduled for those WPs.
However, improvements were needed respect to the horizontal WPs (namely WP1 Project Management, Boards activities and WP9 Exploitation and Dissemination) .
The activities performed within the first two phases of the project implementation were devoted to the analysis of the state of the art of “needs assessment tools” for reconstruction and recovery and to define PDNA and RRP scenario, through the support of the End-Users who provided their requirements.
In particular, during the first year of the project the activities were aimed at collecting the End User requirements, expectations and needs for DESTRIERO. This information were gathered by applying several methodologies, e.g., questionnaires, surveys, and interviews with End Users and desktop research of public sources of information.
Up to 50 questionnaires were sent to end users to be filled in, whereas 21 answers were received from very heterogeneous users, both for the fragmented nature of the Security Users Community and both due to the lack of a project clear categorization and management strategy of the End Users. A workshop was organized on 12th December 2013 in Paris with the participation of the internal and external End Users.
The workshop was aimed at presenting the project goals and to validating the proposed scenario, related to a big earthquake followed by a big flood due to the collapse of two dams and a CBRN component for the damage provoked to a nuclear power plant.
The Project End Users agreed on the adoption of a unique recovery scenario composed by the results of different disasters in cascade effects instead of more scenarios description.
During the workshop, the attendees provided also feedback on procedures, needs and detected gaps. Also new user requirements not stated in the already filled questionnaires were added. The user requirements collected from questionnaires and workshops were then merged and prioritized according to their scoring.
Within the End User requirements collection activities, a traceability matrix concept was proposed as the mechanism used by the consortium to guarantee the correct tracking and accomplishment of the most prioritized requirements.
An overview of the collaborative working needs of the national and international relief units during recovery and reconstruction activities was provided. These needs were then analyzed with regards to information management challenges.
Gaps and needs with respect to recovery decision support were identified, together with the related actions needed for the state of art improvement.
Research was carried out into extensible data models that could support the complex interoperability requirements of DESTRIERO leading to the selection a preferred model and ontology.
Finally the functional interoperability model definition started with the qualitative analysis of the existing Information Data Sources , structured according their origin, content, context, and purpose.
The activities relevant to the DESTRIERO Architecture Design started also in this period, taking into account the system requirements derived from the previous activities .
In the framework of Dissemination activities the DESTRIERO the website has been designed and launched ( and a leaflet describing the project has been produced and published through the webpage, moreover several press releases have been published in Spain, Ireland and Italy. In addition a Twitter account and a LinkedIn group have been created with the aim of create awareness and generate traffic to the website. A paper was submitted and accepted to the 9th Security Research Conference held in Berlin in September 2014.
To prepare the groundwork for future exploitation of the DESTRIERO results, links have been established to other EU and FP7 projects working in similar domains such as SECTOR, EDEN and DRIVER. To influence standards partner SAADIAN took significant steps to form the Irish NSAI ISO TC223 / TC391 Interest Group, which has led to direct involvement in the CEN/TC 391 working group on crisis management standards.
An Impact survey to assess exploitation opportunities, standards usage and dissemination channels was distributed to end users via the web site and continuously promoted.
Furthermore, the consortium identified the target audience and the proper tools and channels to spread the message inside and outside the consortium have been defined and implemented: several mailing lists, a Twitter account, a LinkedIn Group, the project corporate image. The website has received more than 4000 page views in the timeframe January-November 2014, a considerable number for a webpage dedicated to an R&D project, a value that shows the attention of the general public towards DESTRIERO. Contacts have been established and collaborations started with several project in Security area: COBACORE, EDEN, CRISP, DISASTER, SECTOR, S-Help and IFREACT.
A questionnaire has been designed and hosted on the website to consult end users and the general public on standardization aspects and explore exploitation paths for DESTRIERO. A paper has been submitted and accepted to the 9th Security Research Conference held in Berlin in September 2014. More conferences and publications have been identified where the technical results of the project can be further disseminated through publications and contributions.
A plan to publish 6 newsletters during the course of the project has been defined.

YEAR 2 Achievements
During the first year of project activities, besides the horizontal WPs (namely WP1 Project Management and WP9 Exploitation and Dissemination), the Consortium carried out the work planned within the R&D activities of WP2, WP3, WP4, WP5, WP6.
According to the results of the first consolidated review report, considerable progress has been made towards achieving the key R&D aims, objectives and deliverables of the project, according to the planned timeline.
The second project phase, relevant to the research on interoperability in PDNA and RRP was successfully ended during the first semester of the second year, by finalizing the analysis on technological and functional interoperability through the definition of the Data Model and Data Services (WP3 and WP4) .
Furthermore, according to the REA request, the Project Coordinator started the set up and implementation of corrective actions needed for the improvement of all the project horizontal activities, with the cooperation of all the consortium partners. In particular:
• A review of the project risks and definition of mitigation action was performed.
• The consortium reworked and submit some of the rejected deliverables according to the comments provided by REA Project Adviser and EC External Expert and provided a Recovery Action Plan.
• The procedure for the deliverables quality check and project monitoring have been fine tuned.
• The project management boards structures have been optimized
• Cross fertilization events and liaison with other projects have been performed
• Analysis of the End-Users categorization
• Review of the dissemination strategy.

During the second part semester of the second year, the project has passed through its third phase, aimed at designing and developing the PDNA and RRP Prototype platform (WP5 and WP6).
In this period the project encountered some delays due to:
- (horizontal activities) a complete change in Project Management team;
- (technical activities) a detailed analysis needed to deepen the design work started in the previous reporting period and concluded in this one. Despite that, considerable progress has been made, mainly in terms of technical developments and DESTRIERO Platform realization and WP5 and WP6 activities have been completed (Development activities of WP6 were finally closed on M25).
Integration activities (WP7) have been postponed to the third year in order to complete the first development cycle.
The definition of the final demonstration scenario has been anticipated in order to add more information to the design of an operational scenario useful also for the platform development activities.
The new Project Coordinator finalized the Recovery Action Plan presented in the first semester which included corrective actions needed for the improvement of all the project horizontal activities.
Moreover, the consortium finalised the review and quality improvement of rejected deliverables according to the comments provided by REA Project Adviser and EC External Expert. All documents were submitted on time with respect to the new plan proposed on the Recovery Action Plan.
In general dissemination and exploitation activities have be intensified in the second year to increase awareness, especially among End Users, in order to better disseminate the technical results and analyze exploitation opportunities.
During the project progress meeting, held in Innovalia premises in March, a workshop was organized by Innovalia, with the aim to design a business model for the DESTRIERO platform, in the collaboration of the partners. A market analysis have been carried out with the contribution of e-GEOS and Thales Programas, where they have analysed exploitation perspectives in the general market of ICT tools for damage assessment, recovery and reconstruction and inside the Copernicus programme.
During the second semester of the second year the project with its representatives participated in the CEN/TC 391 meeting in Prague (M20 April 2015) where DESTRIERO positioning was presented pointing on interoperability. At the second Community of Users meeting in M21 (May 2015) Project representatives were invited to participate on the standards panel, where DESTRIERO approach to interoperability was explained.
The first number of the newsletter has been issued in M21 (May 2015) and sent out to around 100 subscribers: End-Users, companies and research institutes. The review of the deliverable D9.1 has also been completed, most partners have indicated their specific dissemination activities. The activity on social networks has improved, Twitter account and LinkedIn group are used as a tool to disseminate news about the project and information from international reliable sources (press, NGOs, End-Users) related to the topics of disaster management, reconstruction and recovery.

Potential Impact:
DESTRIERO involves a group of international end-users to provide exact user requirements, analyse state-of-the-art assessment tools and define the functional requirements for a joint PDNA and RRP process, as well as supporting tool-set. The main overall objective of the project is to develop a new net-centred collaborative framework and tool-set, to support, improve and speed-up the operational recovery process over longer periods of time, with the following four specific objectives:
Objective #1: Faster and better damage assessment for planning and monitoring of progress of recovery;
Objective # 2: Facilitate fast and intuitive access for distributed users to visualise the dynamic “common operational picture”, during the planning and reconstruction period.
Objective #3: Better collaborative decision making during the planning and reconstruction phase
Objective #4: Improve management information in relation to PDNA and RRP
Benefits are expected to be enormous if relief organisations coordinate their assessments and use shared information management systems. In particular, the coordination of assessments is crucial to ensure a solid inter-sector analysis of needs, which leads to better decision-making and planning.
By coordinating assessments, organisations can:
- promote a shared vision of needs and priorities
- establish an understanding of priority needs from an integrated perspective
- increase geographical coverage of recovery actions
- use resources more efficiently
- better guide donor funding for humanitarian aids
- obtain a more comprehensive picture of needs
- allow clusters and agencies to analyse and make decisions on strategies, support actions, and assistance to the affected country
- serve as a foundation for planning
- reduce duplication of effort
- promote inter-agency learning
- minimise beneficiary ”assessment fatigue”
- identify gaps with greater precision
- support shared monitoring processes
- consistency between and within cluster/sectors support assessment country-level preparedness
- encourage coordination during response
- decrease drastically needs assessment and response time.

DESTRIERO will enable the interoperability of data and information from different data sources and different Relief organisations, while ensuring the security of the involved data exchanges. Such added value of DESTRIERO will represent is Unique Selling Proposition in the security market.
