Project Context and Objectives:
SECTOR (Secure European Common Information Space for the Interoperability of the First Responders and Police Authorities) is a “Capability” project funded within the European Commission’s SEC-2013.5.1 call.
The project commenced in July 2014 and is funded for three years through the Framework Seven Programme (Grant agreement No. 607821).
The consortium comprises by sixteen skilled and experienced partners, including industrial service providers, leading European academic institutions, specialized small & medium size enterprises, and five End Users organisations involved at national operational and strategical level in Crisis Management.
The project main goals are to realise a flexible and interoperable Collaborative Information System (CIS) for accessing integrated and up to date information and to support Crisis Collaborative Management Processing by helping different first responders organisations and police authorities to share information and resources. The challenge is to overcome the fragmentation in European Security Community needs, expressing different level of data and system requirements as well as operational procedures and legal frameworks.
Furthermore, the Project is aimed at developing cooperation with other European initiatives and built- up the Common Information Systems concept and prototype starting from existing tools and learning from past crisis management experience, in order to avoid duplication of funds, and to foster standardisation activities and guarantee sustainability to the proposed technological solution.
The first project year focused on the implementation of determining a set of analysis (i.e. past events, current crisis organisation models, procedures, standards and adopted IT tools) for the identification of diversification variances and commonalities in processes, terminology identify data and information systems and their integration within crisis management processes.
Furthermore, an iterative methodology for the collection and analysis of User requirements was performed, and the scenario on which the CIS prototype will be demonstrated was determined.
The collection of information and the End User consultations performed during the first project year significantly helped to support the definition of the perimeter of application of the Common Information Space concept and laid the foundations for the incoming design and implementation phases.

Project Results:
The SECTOR project has reached the end of the first project year. Considerable progress has been made towards achieving the key R&D aims, objectives and deliverables of the project, according to the planned timeline. Corrective actions are needed in order to overcome other inconsistencies identified in the initial DoW in term of planning of the activities and distribution of effort among project partners, An updated activity plan for the second project year is under finalization by the Project Coordination team and will be proposed at the 1st Annual Review Meeting that will be held in Rome at M15 (September 2015), in order to guarantee a successful implementation of the design and development phases.
During the first six month of project activities, the consortium partners dealt with the difficulties of defining an effective implementation plan according to the DoW specifications. Consortium Partners seemed to have no clear idea of the overall project aims, due to the wide extent of the technological solution proposed into the DoW.
The initial gap was bridged thanks to the effort put in place by the entire consortium in order to review the scope of the project; further improvements to the implementation of the next project phases are under consolidation, according to the iterative methodology applied to the SECTOR due to its R&D nature.
All the project team is cooperating in order to gain the technical project objectives but also to enlarge the End User Community and define the criteria for sustainability and the operational implementation of the CIS concept in view of a fully exploitation of the project results.

Potential Impact:
The SECTOR Project will carry out an European inventory of crisis events and a set of “technology audits”, with a specific attention for cross-border and cross-agency collaboration and related IT based support systems and data sources, as a basis for a novel European Common Information Space concept.
The SECTOR Common Information Space (CIS) concept is built up on different types of collaborative information systems, such as Computer Supported Cooperative Work (CSCW), Process-Aware Information System (PAIS) and Shared environmental information system (SEIS). Details about the architecture will be provided by the RTD tasks and relevant deliverables.
The SECTOR CIS concept will be developed in order to provide a scalable prototype, fitting the purpose of different crisis events and end users organisations.
The CIS will focus on all the crisis management aspects related to the preparedness phase (information, resources and procedures) by adopting the following main assumptions:
1. the CIS should be set up to support crisis resolution, according to the CCM process, defined for specifying the coordination of partners’ activities;
2. the partners’ Information Systems should be integrated to the CIS, that could be considered as an Inter-Organisational Information System;
3. the CIS will integrate also public domain information, available from public domain environmental information and crisis crowd-sourced information;
4. the CIS will provide means to support the definition, adaptation, and orchestration of the collaborative process managing the crisis reduction and to coordinate and assign to each participant the actions to be undertaken.
Finally, the CIS will address the following main key functionalities:
1. Providing reliable information about the means (plans, processes, resources) that are available to resolve the crisis;
2. Ensuring communication interoperability: increasing interaction capability between the information systems of the implied partners;
3. Allowing the coordination of the activities of the actors that intervene in the crisis resolution: supporting the orchestration of the dynamic Collaborative Process followed for managing the crisis.
The CIS will be implemented though the following steps, and the relevant Work packages are reported in the Section 2.3:
• identification and analysis of a dataset of past critical events, and of the information systems and their integration within crisis management processes, identification of the End Users’ needs (WP2),
• definition of a set of CCM scenario and European Meta-Model, aimed at overcoming difficulties that derive from multi-agency coordination and a dynamic context, especially targeted at reducing “time-to-resolution” as well as resources management and sharing across organisations (WP3, WP4),
• development of a prototype CIS architecture and Software system, by adapting and integrating existing tools from partners (IsyPro and OMAR from Thales, FIN-BOX from SESM/FINMECCANICA, webGIS from e-GEOS) within the overall SOA architecture (WP5),
• testing of the prototype the Project End-Users, by installing the CIS at End Users premises; they will integrate their own key systems and necessary third party systems with the CIS using the CIS adaptors and interoperability tools (WP6),
• demonstration of the CIS with the collaboration of End Users, who will model the selected scenario and Collaborative Process within the SECTOR’s CIS, creating their own virtual CIS. End Users will retrieve data about the impacted real world (situational awareness), to build scoreboards in order to provide synthetic information for risks evaluations, to simulate the consequences of possible actions, assess the availability of resources, to support the simulated crisis resolution (WP6).
