Periodic Report Summary 2 - SOLAR-ERA.NET (ERA-NET on Solar Electricity for the Implementation of the Solar Europe Industry Initiative)

Project Context and Objectives:
SOLAR-ERA.NET is a network that brings together more than 20 RTD and innovation programmes in the field of solar electricity technologies in the European Research Area. The network of national and regional funding organisations has been established in order to increase transnational cooperation between RTD and innovation programmes and to contribute to achieving the objectives of the Solar Europe Industry Initiative (SEII) through dedicated transnational activities (especially transnational calls). SOLAR-ERA.NET is an EU funded FP7 project running from 2012 to 2016. Through the support of the funding organisations, more than 100 MEUR shall be mobilised for transnational RTD and innovation projects.

SOLAR-ERA.NET is a European network of national and regional funding organisations and RTD and innovation programmes in the field of solar electricity generation, i.e. photovoltaics (PV) and concentra¬ting solar power (CSP) / solar thermal electricity (STE). SOLAR-ERA.NET shall carry out the coordination and support actions for the implementation of the SEII between national and regional RTD and innovation programmes. The SEII is embedded in the European Strategic Energy Technology Plan (SET-Plan) which aims to increase, coordinate and focus EU support on key low-carbon energy technologies in order to achieve Europe’s 2020 energy objectives in the future. The SEII is a joint initiative of the industry sector, EC and member states. The objective of the SEII is to boost the development of the PV and CSP sector beyond “business-as-usual” in the areas of Research and Development, Demonstration and Deployment. For the concerned solar electricity technologies Implementation Plans have been developed setting out priorities for RTD in Europe.

SOLAR-ERA.NET’s goal is to undertake joint strategic planning, programming and activities for RTD and innovation in the area of solar electricity generation. Joint activities, namely joint calls, are defined for key topics and priorities in accordance with the Solar Europe Industry Initiative (SEII), based on the Strategic Energy Technology (SET) Plan and its related Implementation Plans for PV and CSP. In order to define and support the best joint activities, strategic information exchange and use of implementation tools is carried out among the network participants and associates from key stakeholder groups.

Project Results:
The primary focus of SOLAR-ERA.NET activities has been on transnational joint calls. Three joint calls have been launched:
• Launch of the 1st joint call: 4 March 2013
• Launch of the 2nd joint call: 15 January 2014
• Launch of the 3rd joint call: 10 December 2014
• Launch of the 4th and final joint call (foreseen): 8 December 2015

The first three sets of transnational SOLAR-ERA.NET calls show good interest and participation of the solar power sector:
• 141 preproposals submitted with total project costs of 181 MEUR and funding requested of 109 MEUR
• 629 partners involved in preproposals
• Up to 17 countries and regions participating in the joint call consortium
• 66 full proposals submitted

In terms of transnational projects initiated and funded with the SOLAR-ERA.NET framework:
• 10 projects successfully submitted in the 1st joint call are running.
• So far 11 projects successfully submitted in the 2nd joint call are funded and running. Another 3 projects may soon receive positive funding decisions.
• The total public funding for projects out of the first two joint calls amounts close to 16 to 20 MEUR (depending on the remaining projects in the negotiation phase). 13 projects successfully submitted in the 3rd joint call are suggested to receive funding. Funding decisions are due in the months to come.

Other work performed is dealing with strategic information (e.g. Survey Reports from the countries, report on Strategic Issues, Insights, Work Programme and Actions for SEII Implementation in SOLAR-ERA.NET Joint Calls) and monitoring of the projects.

Potential Impact:
The course of SOLAR-ERA.NET indicates that the network will be able to deliver the most relevant results expected and create the potential impact related to this. Three joint calls have been launched according to the planning and timeline defined in the Description of Work. With up to 17 countries and regions participating, 141 preproposals and 66 full proposals submitted, quality of projects funded and resources mobilised (around 8 to 12 MEUR per call), SOLAR-ERA.NET has greatly achieved its objectives despite the difficult economic conditions prevailing in the sector and in some countries. As such, SOLAR-ERA.NET can make its contribution to increase the competitiveness and innovation in the European solar sector, although its health obviously greatly depends on the further economic context and on other initiatives and programmes on the European and national level.
