This proposal relates to the necessary evolution of public services, leveraging the potential of ICT technologies, towards users’ increasing expectations about ubiquitous access, ease of use, friendliness, efficiency, security, transparency and participation in government decision making. Public services transformation will foster the interaction of citizens and businesses with public administrations.
Our overall innovation project consists of a user-centric platform for the creation of user experience enhanced mobile public services, in order to improve the provision of public services and foster their utilization by citizens and businesses. The integration of a platform for content delivery to mobile devices, BATTO, and a gamification platform, GAMILEKU, both developed by Deusto Sistemas will contribute to motivate users to utilize public services and participate in government decision making: SMARTLEKU.
The outcome of the project will be the completed and validated GOOD CITIZEN system in real working conditions. After the needed trials in several demonstrator cities, The Good Citizen Project will be ready for commercialization for the interested customers. The final project target is to sign a first sales agreement.
The work done during the 6 months of the project has thoroughly been following the work plan signed in the Grant Agreement. In the following lines, the work plan is explained and detailed:
Objective: Analysis of the market and competitors, definition of the value proposition, business model, alliances for international commercialization, identification of risks and barriers, economic and financial analysis.
Tasks: Four different tasks have been implemented during the project execution:
- Task 1: Market analysis by country
- Task 2: Value proposition, business model and commercialization
- Task 3: Feasibility analysis
Timetable: The work done has been executed from July 1st 2015 until December 31st 2015.
Results: The main remarkable results that have been achieved are related to the study of the market and to the business model. The feasibility study done during this six months has help us to better understand the market and positioning . As well, new customer relations have been started recently.

The project will contribute to:
• Transforms tedious administrative procedures into user friendly experiences through gamification, engaging citizens and businesses to public services.
• Builds straightforward and instantaneous participation channels for citizens in the eGovernment through their mobile devices
• Increase users’ satisfaction by offering personalized and contextualized information in the right place and time oriented to their needs.
• Promote the loyalty of citizens in the utilization of electronic public services.
• Facilitate the continuous improvement of public services by applying Business Intelligence techniques.
• Increase the visibility of tourist attractions and services offered by the target city (public administrator)
• Notify citizens of pending procedures in a contextualized manner.
• Encourage the use of public services by citizens and businesses, through the introduction of new entertaining means.
• Ensure specific mechanisms to ease access of groups with visual disabilities.
• Promote the competitiveness of national products and services, by analysing information (opinions, profiles of users, etc.) obtained from the social networks integrated with the platform.
