Periodic Report Summary 2 - CO-CIRCULATION (CO-FUNDED Brain Circulation Scheme)

2236-Co-funded Brain Circulation Scheme program is approved by European Union Research Executive Agency (REA) at 24.02.2012 in scope of “Co-funding of Regional, National and International Programs”. A Grant Agreement with the number 291762 is signed between REA and The Scientific and Technological Research Council of Turkey (TUBITAK).
2236-Co-funded Brain Circulation Scheme aims at providing Experienced Researchers (ER’s) of any nationality with funding for incoming mobility for periods of 20-24 months. All funded fellows are appointed under an employment contract, and receive adequate funding and full social security coverage, in line with provisions in the Charter and Code.
The Co-Circulation Scheme also aims at enhancing career perspectives of ER’s and to assist them in obtaining an independent research position. ER’s are appointed a mentor, and required to draw up and keep updated a Career Development Plan. The scheme has a bottom-up approach, and fellows are encouraged to submit proposals that fit best to their professional development needs. Support is provided to applicants during the application process. Applications will be assessed by independent, international peer review panels. The evaluation criteria and process are clearly detailed and transparent and the selection and balance of experts is in line with the provisions in the Charter and Code. Following 4 calls (once a year 2012-2013-2014-2015) for proposals, 100 fellowships (25 per call) will be awarded.

Activities that are achieved in this regard are listed below:

Kick-off meeting in Ankara: All of the universities in Turkey were informed about the meeting and they are asked to send representatives. With the participation of 101 university representatives, kick of meeting is carried out at 28.06.2012.
Press Releases: Co-Circulation Scheme is introduced to national press (through the Anadolu Agency) and to international press via International Cooperation Department (UIDB) of TUBITAK.
Official Letters: The letters are sent to Turkish academic and industrial organizations prior to first and second call by using the database belonging to Technology and Innovation Funding Programs Directorate (ARDEB) of TUBITAK.
Program Website: A special section for the Co-Circulation Scheme in both Turkish (www.TUBITAK.gov.tr/bideb/2236) and English (www.cocirc.TUBITAK.gov.tr) is created within TUBITAK’s website, and linked to the homepage (together with relevant documents).
Electronic Promotion to National and International Web Portals and Researcher Networks: ARDEB and UIDB of TUBITAK carried out this job.
Printed Materials: Leaflets and brochures are printed and sent to all universities and R&D centers in Turkey and distributed in both national and international conferences, especially ESF conferences, to promote the program. Articles are also published in TUBITAK’s Monthly Newsletter, scientific and academic journals.
Promotion to Relevant Databases: TUBITAK’s databases as Turkish Research Area Researchers Database – ARBIS (over 90.000 registered individual researchers), TUBITAK EU Framework Programs National Coordination Office Database (over 14.000 individual contacts from research and business organizations) are used for promotion.
Information Events and Meetings: TUBITAK organizes yearly more than 200 information events about national and international programs. The Co-Circulation Scheme is presented in these events. University accountants training: TUBITAK has organized a training activity for university accountants who will be a part of the payment system.

Description of the Work Performed and the Main Results Achieved:

During this reporting period, 4 calls were performed and a total of 92 proposals were awarded with the fellowships.
First Call: The Call published between 07.06.2012 and 07.09.2012. At total, 66 applications were received. 61 of them have passed eligibility criteria while 5 of them have been found ineligible. In the first call, all eligible applications (61) were evaluated and 26 fellowships were awarded. 3 out of 26 fellowships were cancelled by the applicants. All the proposals have been finalized by the researchers.

Second Call: The Call published between 01.05.2013 and 20.09.2013. At total, 78 applications were received. 57 of them have passed eligibility criteria while 21 of them have been found ineligible. In the second call, all eligible applications (57) were evaluated and 26 fellowships were awarded. 2 of the projects were terminated due to noncompliance of the Term and Conditions. 3 of the projecst have been finalized by the researchers.

Third Call: 69 researchers have applied for the Co-Circulation Fellowship program during the 3rd Call. At the end of the eligibility check phase, 16 applications identified as ineligible due to various reasons such as missing or improper documents. Eligible applications (53) have moved to the evaluation phase of the program. Eligible applications (53) have evaluated by the 84 experts in 7 different scientific panels. Based on the scientific evaluation process and ranking list of the proposals, 29 proposals were selected to be funded while 24 proposals were failed. Also, 8 applicants withdrew from the Co-Circulation while 3 proposals were terminated by the Steering Committee. As a result 18 proposals are being supported by the program. All researchers have started their projects.

Fourth Call: 67 researchers have applied for the fellowship for the 4th Call. At the end of the eligibility check phase, 5 applications identified as ineligible due to various reasons such as missing or improper documents. Eligible applications (62) have moved to the evaluation phase of the program. Eligible applications (62) have evaluated by the 66 experts in 7 different scientific panels. Based on the scientific evaluation process and ranking list of the proposals, 28 applications were selected to be funded by the program. Also reserve list, which consisted of 5 proposals, have published along with the main list on the program’s webpage. Some of the applicants (6) withdrew from the fellowship program, consequently, proposals in the reserve list which consisted of 5 proposals, moved to the main list.
